ChimeraLang MCP Server — probabilistic types, consensus gates, and hallucination detection as Claude tools

Tools that read sensitive data ([chimera_budget]) and tools that can send data out ([chimera_ethical_eval]) are exposed together. An agent can move private data to the sink.
