Secure MCP server for accessing Quilt data with IAM or JWT authentication

In the server's implementation (`src/quilt_mcp/tools/s3_package_ingestion.py:458`): Reading private keys / cloud credentials, or serializing the whole environment, is a sensitive-data source that becomes exfiltration when combined with any egress.
